I'm checking up on a friend's friend's computer and as soon as I start it up, I get a Checksum Error, Bios Failure error or something along those lines and then it freezes up and I can't enter bios or continue. I've tried pulling all excess parts out and using different psu, video card, ram, cleared cmos, and replaced batteries. Is it safe to say the motherboard is borked?

If you are not overclocking and have tried to clear the CMOS, then possibly the BIOS chip is defective or the BIOS is corrupted. Sometimes you can buy a new BIOS chip, but on older discontinued models that might not be a viable option.
