I know there was a thread voicing concern about the age limit for participants in the contest, but I don't know if it was ever resolved, so I thought I'd post this here seeing that I am in the same situation. I sent an email to them about it,
"I was just wondering if someone under the age of 18 can participate in
the tour at all? Also, if the underage person is accompanied by an adult,
can that person then participate in the contest or will the adult have to
participate for them?

and here's waht I got back,
"Legally, you have to be 18 to win a
prize, sweeps, contest... at the event, however, anyone can attend.
(Please note that it is my understanding that if someone under 18 happens
to win at the event a "guardian" may accept the prize for you - meaning
anyone 18+.)

So apparently you can participate in the contest, but if you actually win, you have to have a "gaurdian" (she doesn't say legal gaurdian, so it could just mean any adult that's watching over you at the contest) accept the prize for you. If this was already resolved, sorry for the extra thread, but I hope this helps.
