Ok here's the problem. You see the board and the specs in my signature so lets get this thing solved.

I had 128mb ram and set the AGP Apeture to 64mb because I "heard" half the ram for that setting is the best. Now I got a new 256mb PC100 chip and boom, awesome upgrade. So I go to fiddle with the AGP Aperature and "ruh roh!". 128 and 256 lock window when "attempting" to switch the resolution to 1600x1200. Ok thats the problem. The board post and boots just fine. Windows some reason doesn't like it at any higher than 64. Any solutions? Thanks in advance.

Check for a newer soyo bios.
I remember having a problem with my soyo boards the agp bus when I would change it along time ago I think it was a bios upgrade that fixed it.

I checked on the BIOS updates, to no avial. I couldn't find a damn thing other than the HTP360 bios for the upgrade on the onboard ATA/66, I had that before. I tried finding awards site but of course, pheonix and award mumbo jumbo came together and I can't find frap for this problem :( I'll keep searching though, any other ideas?

Have you tried this without the overclocked settings?
I would try that.
Also if your new 256 stick of memory is not the same brand the 2 may not work well together, try removing one of them.
After looking over you system specs carefully I remember I was using a katmai 350 when I was having problems with the agp. Sorry not to be much help it was well over a year ago.

I guess this system just likes to be a pain in the but. I've tried everything. Just the 256mb chip. One 256 and one 64 and the other back and forth. Of course not. And I killed my overclock and set her back to 450 and still nothing going there. Maybe this Voodoo 3 just can't stand anything about 64mb? I don't know. Thanks for trying though. I guess I'll have to live with it for now. Back to my games :)
