Obviously it depends on the chip, but if the PEP66T can't do it then probably nothing can (except perhaps the swiftech MC462, but that costs an arm and a leg)
Depends from your Cpu, but if you've a higher temperature you can simply modify the Pep66 installing a second fan like done

Yup. I have run my PEP66 on my duron, got th 800 up to 1100 at 1.7V. The clip was a little weak, especially when compared to a FOP32, but it seemed to work just fine.
Well a friend of mine used a pep66+ delta 38cfm fan and got his 750@1000.... If your chip is good it probably will do the job... If the temperatures are still high, do the 2 fans trick... It Kick´s some asses! Pep66 no wrong! Better with silver artic!
