I am wondering if I should go with an AMD system or an Intel system. OI am wanting to get a geforce 2 and I want to onerclock and be able to overclock as much as possible. What works best, easiest and with the least amount of problems.

Amd works best for overclocking, intel is easiest and has the least amount of problems with a good motherboard.
Amd is less expensive.

Is there a motherbosrd that would be considered the best fo some thing like the p3 800e or the eb

A 800 is not the best pick for a cpu to overclock in my opinion.
How much money are you looking to spend on a cpu and motherboard?
Are you upgrading a pc or starting from scratch?
If you are upgrading what items do you have now that you want to reuse?

I don't need to spend alot and I am just upgrading the motherboard, processor and video card

Yes they are good usually for 933+ mhz but there is a chance of getting a dud.
Best bet is to buy either a pre-tested cpu or buy a sealed retail cCO stepping.

do you think ebay is a good place to buy pretested cpu's? If not, what is?

Pcnut, atacom, ebay may be good but I would only buy from someone who has very good feedback concerning pretested cpus. The thing about pre tested cpus is for the premium you usually pay you would be close to the price of a 1ghz cpu.

Do you have pc 133mhz cas 2 memory now?
What size is your power supply?
Do you have a good heatsink for a fc-pga cpu?
Well I have to go away for a bit.
Check this place out.
If you get a 1ghz 133 cpu I would pick a asus clus2-c motherboard or a abit sa6.
If you get a 700e then a abit bx133 raid. They are all within $20. of each other so even with the 700e I would consider the other 2.
If you go with a 700e a 300w psu is good if you go with a 1ghz then a 350w.
If you get a 700e pc 100 cas 2 ram is good for minor overclocking but if you buy ram get 133 cas2.
With a 1ghz you will want 133mhz cas 2 minimum.
For a heatsink the alpha 6035 or the globalwin cak 38 would be good for either chip for overclocking.

To answer the motherboard question, I hear that the ASUS CUSL-2 is a great board, though I havn't tried it out myself. And, the answer to the big question would definitely be Intel! Stability and longevety are two values that must not be overlooked.

I have a 300w psu and am going to get some new mem just because its so cheap right now, but I might be geeetting an amd because they are such a good deal. If I did, I would get a thunderbird 1.2ghz (pretty cheap in pricewatch), a ddr motherboard and,128mb of crucial ddr since it is only 31 bucks right now. I can get all that for probably around 330 dollars with shipping and that sounds like a very nice setup, especially since the average overclocked 1.2 t-bird is around 1.4 ghz. Sounds pretty good doesn't it. How could I go wrong.

overclocking ?? i wouldnt say this .. they cant raise the fsb a lot.. when overclocking is done with the multiplier the performance is not risen a lot .. pentiums are raised (performances) with the OC because you raise the FSB ... A Pentium III 1 Ghz is the same with an AMD Athlon Thunderbird 1 GHz.. In photoshop pentium is better, but in 3d studio max amd is better .. also, amds are hotter than intel cpus... i would suggest a PIII 1 Ghz fsb 133 in an ASUS CUSL2-C or in MSI 815EP Pro-R .. dont take VIA's chipset ..
