AOpen AX3S Pro vs Celeron II

Is it possible to run a Celeron II (600/633) on 1 GHz in this mobo? (with a Globalwin FOP38 cooler?)

I'm not sure about that motherboard, but the chances are pretty slim of getting those chips to 1 GHz, period. Occasionally you hear of one that goes up there without active cooling, but they are pretty rare!
