Does a Athlon XP comes Multiplier lock from the factory? If so how can I unlock one?

You can't.
If you buy a new Athlon XP now anywhere, chances are very good that it will be multiplier locked unless it's a 2100+ Thoroughbred B.
Mobile Bartons are unlocked, compatible wherever desktop Bartons are and overclock 100-500 MHz more than desktops do. If you're in the US, you can get them from places like newegg.com. I recommend the 2500+ or the 2600+ mobile, not the 2400+.
