This isn't surprising considering that most mobo manufacturers expect most of their customers to install WinXP (especially on all the latest mobo's). Microsoft, no doubt, wants to make installation as seemless as possible without requiring users to adjust the BIOS (or letting them have the option of screwing themselves up). That it has the effect of making the installation of Linux problematic is just added gravy for them.

One should be able to install Linux by manually adjusting IRQ's in BIOS as explained on page 87 in the Soyo Dragon Plus manual.

Other than that, one may be able to search for a hacked BIOS revision that enables the feature that specifically disables ACPI.
