bad power supply?!

anyways, ive allways thought my computer was a little bit unstable, even when it is water cooled with higher voltages, but today for some reason, my computer just completly locked up (used to happen a lot) the screen remains, cant move mouse or anything
so i try to reboot it, and the light on my intelli mouse kept flickering, when the light was off, i had no input through the keyboard as well, but a short wait would fix the prob (in the bios, doesnt happen in win2k)
so i trie to boot linux, it goesfine, but slow, and then right during the hardware set up it gave me a bunch of PCI errors, so i rebooted and cleared the CMOS, i get back in the bios, but this time POST was a lot quicker, then after 5 mins or so configuring the bios, light starts flickering again and same prob occured
so i opened up the case, unplugged 3 fans from the mobo, post goes quicker, same prob in the bios after a while, so i shut down and take out my 2 NICs and the modem, boot up, fast, no prob in bios, and win2k boots fine
to me this seems like a powersupply issue, what do you think, and do you think a local store like compusa or bestbuy will carrie an AMD authed 400W PSU?
(btw, my PSU is a 300W power master or something, came with the Q500 case)
