Bandwidth throttles down to 1/4 of normal in evening.

Title says it all. I have a 1.5mb line (best available for me).

Average bandwidth in the morning from 7-9am ~ 160 kb/s, average ping to google.com ~ 83

Average bandwidth in the evening from 5-11pm ~ 40 kb/s, average ping to google.com ~ 120



Is this level of bandwidth down-throttling normal for plain server load? I have contacted my ISP, and they ruled out all possibilities... :/
 
What ISP is in question because as of recently a lot of ISP's have been changing out there routers and they mainly are switching them out right around that time as to not interrupt local businesses.
 
He gets MORE bandwidth during the day though.....

I dont see any throttling of my line at any time.

Did you tracert and see if the hops matched?
 
Aggregation link is being swamped by everyone being home from work/school. I notice this issue starting at around 3:30PM. My 10Mbps link will drop down to 5 or 6Mbps at times and I know it is because kids are home from school. Your ISP most likely has the uplink to ether themselves or out out to the Internet backone oversubscribed.
 
Yes I am aware that the internet will be slower in the evening due to server load....but by 75%???? My isp is Centurylink btw.

I use a cable modem. My house is new wiring. It's just oversubscription on the local loop. Actually I had DSL and the DSL service was rock solid but they could not provide me with anything greater that 512Kbps up so I switched to cable.
