I have read severak reports about various types of budget ram yielding good overclocks. What is the best budget ram (2x512mb) for a 2400+ 35 watt mobile/Abit NF7-S under $250? Here are several examples which I have read positive results.

PQI Turbo PC3200, $249
PDP Systems PC3200LLK, $167
Kingston ValueRAM PC3200, $166
OCZ Premier PC3200, $175
OCZ EL PC3200, $223
OCZ EL Platinum PC3200, $234

Is it just me or is it sickening that the NF7-S and Mobile combined is 100 dollars less expensive than a gig of MIDDLE OF THE ROAD RAM.

That's a good point. It would make more sense to buy value ram and use the saved $100. for an A64 2800+ and cheap MB like the VNF3-250.
