Who make the best, most powerfull peltier element, and where is the best place to get one? I'm talking like 100+ watts MINIMUM.

What are you gonna cool?
There is a good write-up on the main page, look under peltiers.

I'm going to AIR cool a CPU with a new experimental heatsink/fan design that should be able to handle a 150+ watt peltier. Where can I get a good one at a good price?

Just remember if you are using a 150w peltier and your cpu is putting off 60w then the HSF has to be able to handle 210w. That seems really high. I have a 80w tec water cooled and my cpu
is -25c under full load. I had the 80w tec on a HSF and it got DAMN HOT!!! I hope it works for you...

Look at http://www.parrett.net/becooling/store2.shtml
They have what you are looking for. Also look at
http://www.leufkentechnologies.com there is a lot of good info there
