Big problem with A64 3700+ mobile in NF3 250GB

I just bought an Athlon64 3700+ mobile for my Lanparty UT nf3 250GB motherboard. I pulled out the older A64 3200 that worked fine at 2.3GHz. This new 3700 wont go past 800MHz. I cant change the mulitplier from 4x and i'm keeping the FSB at 200 to match my PC3200 ram. I upgraded the BIOS from the factory 5/04 to the 6/23 and it still wont boot. I just want to figure out how to get it to the stock 12x200 setting......so sad but it'll be a start.

Here's a shot of my settings. I think the problem is either the BIOS or i'm not setting something the correct way in the GENIE BIOS settings. Proccessor part # is AMN3700BKX5BU

 
Still cant get it to work. It's almost like the BIOS is locking it down to 4x muliplier. How can i be sure that when i flashed the BIOS to the factory 6/23 that it took it. I have cpu-z and everest home edition. Will these tell me somewhere what version of the BIOS i'm running.

Also could it be a ram issue? The furthest my computer will go on booting is past the lanparty logo then it hangs on "detecting array" then it restarts itself. Someone else mentioned it could be my ram. I'm running the ram that's in my sig. 2 x 512MB in the 1st and 3rd slot. Any help or things to try would be much appriciated.
