BX133-RAID overclock problem..

I have a Celly II 600 running at 810(90x9.0) When I set the BIOS to user defined and the PCI setting to 1/3 it always sets itself to 1/4 when I restart. (According to SiSoftSandra) Is there any reason for this? I can't find any auto setting for this to turn off. At this speed (23Mhz) my modem is slow to respond. Everything else seems OK. Any thoughts?
