I want to use a processor that allows more than 64GB Ram, so any of the i7 varieties of X99 won't cut it. However, I would like to be able to OC and not have to stay at under 3.0GHz. I'm thinking either an E5-2640 (8 Core) or an E5- 2660 (10 core)

I haven't dealt with server and workstation grade parts since moving on from the P4 Xeons. That said Xeons are not unlocked. Any gains you make will not be from increasing the multiplier.
