I had problems running coolbits in Windows 2000. You should download an overclocking software like PowerStrip (recommended) or RivaTuner. You have to look for PowerStrip on a search engine, but you can get RivaTuner from http://www.guru3d.com.
I'm running WinXP, with a GF3Ti500 running 23.11s, and using coolbits with no problems at all. I prefer using coolbits because there isn't a need for some extra program running in the background; you just set it up in the drivers and you're good to go. Extremely effective.
