I wouldn't assume that at all. What's the difference? So long as it is in English, it wouldn't matter where you buy it from. Half the sites you can buy it from are overseas already, no?

Yes, just make sure you select English (or your language of choice) when doing a custom installation.
Microsoft Servers will activate valid licenses anywhere in the world.

What c627627 said is correct.

But a word of caution here. If you are buying copies of Windows off ebay with international origins, be aware that a lot of that stuff is pirated. I have done this unintentionally and found out the hard way that the product key codes won't work. Microsoft catches up to this pretty soon and blocks the activation of pirated software key codes.
