Could be a psu issue, though I'm no whiz when it comes to psus. You might want to post a little more info about your rig ie: psu brand and watts, mobo brand, etc. Some one with more knowlegde about psu's will help. Dont know if you saw skips post but the forum will be down tomorrow for a while in the morning so it may be awhile before you get a answer

Good Luck

You should get at least a 350W from Antec, Enermax, or PC Power and Cooling. Those are all good. Your psu might be supplying your system with bad voltages or some bad power lines. Name psus also have a better build quality and that might be your problem. I never heard of powertech so I don't know if your psu is good or not. A 165W is not enough to power your whole system. The rule of thumb for an AMD system is get at least a 350W name psu.

this is a 300 watter its just 165 watt comming off +3.3 &5.0 lines

I would say it is your PSU. If you are at 4.86 on the 5V at idle, it must dip to 4.8 -4.7 on load, that is not good. I would suggest at least a 400W PSU, Antec, Sparkle, Enermax or if you have tons of dough to spend a PC Power & Cooling.

Assuming your software monitor is reading from the bios, it is as accurate as you are going to get without using a multimeter.
