I've seen rigs submerged in mineral oil.
But I would think water would slowly and continueiously leach ions from any and all metal (particularlly solder ) making it conductive.
I always thought the mineral oil approach was cool and worth a shot. Big issue being if you ever want to swap/install components it's supposedly a pain.
Screw fans, I'll bum one of the Milwaukee pumps from work, they take standard garden hoses as input/output so I can have it forcing oil directly across a heatsink
