CCFL Inverter Dim

I bought a CCFL inverter from FrozenCPU (see pic). I tried getting support from them, but had no luck. I have it hooked up to a single CCFL, but only 1 end of the CCFL is lighting up (and very dim). I noticed when I touched my meter to the empty CCFL jack the bulb lights up properly. Is this a bad inverter or is this because I only have 1 CCFL connected to this dual inverter?
