Celeron Overheat

I built a 1.7 Celeron for a friend and from sitting overnight it fires up at 140 F. It's only been monitored this way in the BIOS? Could it be wrong? Or, is it definitly too hot? I have a couple of case fans, and I put some thermal gel, but it only held the temp down for about 30 seconds, then back to 140. Do I have a problem? or is 140 okay?

That baby is way too hot. The heatsink ain't on right or something. Make sure it's mounted properly. You did use a good thermal paste, right?
