For voice I recomend Ventrilo. It has better quality than Teamspeak. doesn't use many resources.

if you mean chatting with text, you can go to a command prompt and type

net send PUT_IP_HERE this is a message to the recievin computer

and it will send that. Otherwise I don't know any chat clients like AIM.

I am not conecting throught the web, It's a homebased network from upstairs to downstairs and I only need chat but I want it to be able to pop a screen in the other computer saying that someone wants to talk to you sort of like aol messaging.
is this possible?
