I read somewhere thar every 11 degree drop in your cpu temp gave you 1% more performance is that true thanks.

no. your cpu performs the same at 60C as it does at 20C as long as it is stable.

but if ur cpu is at 60c then it wont overclock as well as at 20 c meaning less performance

performance is the same, unless thermal throttling kicks in which I believe is an intel-only thing (reduces the speed to reduce the temps, or something like that). Usually you can disable this though.
