Cooling-The Definitive Guide

Do the cooling solutions we've been talking about take into account an air cooled CPU? I'm still determining whether to go for positive or negative air pressure but I'm wondering if the CPU fan will add to the total CFM. I was looking at Thermaltake's new V1 cooler and it supposed to push up to 85 CFM pointed to the rear exhaust...Does this add to the total when determining air flow pressure?
