I have to upgrade my CPU and memory to play Black Ops II. My budget is $110. For CPU I will get a used E8400 for $40 or less on Ebay. I need four gigs of memory total. I would like to buy the memory on Ebay to save money. I am a noob when it comes to memory. What should I get? To verify the parts are good, what tests should I do on the the CPU and memory I buy on Ebay? I do not plan on overclocking.

Prime95 for the CPU and memory (torture test - blend), and memtest86 for the memory.

You would want similar specs to what you have now. DDR2, 1066 speed, CL5 (the fist number in your timing), 2v sticks.
