when you have a duct going from your hsf to the outside of the case, should you have the fan blowing on the cpu you sucking air away?

I would still have the fan blowing across the fins on the heatsink. It'll remove more heat that way. The 'cool-air' duct may help make that more efficent, provided you have enough 'outlet' to keep things from getting backed up.
 
you need to have the fan sucking air away that way the heat from the cpu is never in the case make sure that you have plenty of fresh air comming in

when i did this mod my temp`s whent down quite a bit cpu 37C full load system temp 19-20
