i tried over clocking and system wouldnt start. i am new to this. i cleared cmos and restarted and went back to normal settings. my question is why have my board and cpu temp dropped about 6 degrees F
present temp cpu 123 F board 100F
my cpu is Tbird 1000mhz
what are good temps?

I don't know about ur temp. drop, but I think u have some high temp's 123F is too high when u haven't overclocked. I'm not saying there is any danger in ur temps, I just think they are to high, when u haven't overclocked yet.
What cooling do u have?

Bloming heck - one thinks one should assess the smoothness of the interface between cpu die and heatsink. One should then assure the presence of a blade scrape of silicon grease thermal compound of the finest quality. To cap, one should ensure that the interface between cpu die and heatsink is completely 100% paralell and tight.

This is the most you can really do in order to ensure lowest temperatures possible.

Have a check!!!!
