I dont knw weather to post in this or video card section but t think the problem runs both ways.

BOIS is set to 4X
Card Set to 4X (Viper2, Short the 3 jumpers)
Powerstrip says motherboard 2x only
SANDRA says video card 2x only

any know what happening?

Win2k, celly, the only Viper2 drivers out.
 
Installed all the mother board drivers? Via 4-in-1 or Intel INF drivers? I can't remember which that board uses, but it amounts to the same thing pretty much. It'll all be on the cd anyways. Install those, then look for updates to whatever chipset you have. DO NOT!!! Install the Via 4-in-1 on an Intel chipset, and vise-versa. Also there is the ALi chipset that has it's own set of drivers. make sure you have the right chipset drivers, and update them as nescessary.
 
I have both versions of this board, and if you look at www.asusboards.com, there is an explanation. If your FSB is set higher that 140Mhz, the AGP automatically goes to 2X., even though everything is set to 4X. It's a quirk. If your not set at 140, I don't know....
 
118Mhz FSB :(

I might try a more standard FSB setting. Not that it really maters, 4x on this card is about 1% faster then 1X AGP
