CUSL2-C CPU Temp Reported in BIOS??

Howdy. I just installed a CUSL2-C with a CII 700. Pretty sure that the mainboard has the latest non-Beta BIOS. My mobo temp is reported as 23C, but the CPU Temp is reported as 35C.

This Celly 2 is running at stock. I have a PEP-66 with YSTech 26 cfm. The HSF is switcher-ood to work vertically, and seems to sit on the CPU correctly. I used RS clear thermal paste, as I don't plan to OC. Do these CPU's really run this hot at stock? Or is the BIOS lying to me?

The air coming up through the HS is room temp. Thanks for your advise on this!

Ive heard those boards are not the best at checking temps you can feel the HS and tell if its really that hot if your worried about it.
