Dead cpu?

I have a cheap athlon 1.33ghz cpu. Anyways around the die on the brown part of the cpu it looks like it has some wet spots or sweat or something but its not wet. Its just a discoloration in the chip which ive just now noticed.Could it possibly be dead or something? As said I Just now noticed this. It might have been there all along.

I don't know about the discolorization but that mixed with what you describe as dry sweat on the chip makes me think it's fried. I blew the southbrdge chip on my last motherboard and it looked like it had a drop of water on it as well. The guy at the store flicked it off for me and said he would exchange it anyway.
