DFI AK74-EC with 650 Duron

I just purchased this Mother Board and 650 Duron combo for $167 via the Internet from Monarch Computer Systems www.monarchcomputer.com in Tucker, GA. After installing it in my tower; it will not turn on. It appears that there is no connection between the Front Panel Switch pin and pin 14 of the ATX Power Connector. I thought I got a good deal but now I wonder. I won't be able to contact them until after the holiday. I hope I am not stuck with them.
Does anyone know about MCS in Tucker, GA???
