I want to paint the inside of my nine-hundred black, I plan to use 320 grit to scuff up the paint already in there, but do I need to primer before I lay down the paint (matte black)

You'll need primer to help make the paint stick. Otherwise those little scratches would be very BIG scratches!

paint has to stick somehow :)

i'd use it regardless i think they have black primers too you can use right? that "should" make the black darker i think ...

Most likely, whats there isn't paint but galvanizing. you'll need a DTM (direct to metal) paint if you don't prime. If it is paint then you'll need to make sure to use a compatible paint to make sure it doesn't lift, but you wouldn't need to reprime.

also for clear coat, matte clears are a little harder to find than the standard gloss. Also clear would increase your total coating thickness which may or may not be a problem in that case.

also, unless the paint/primer you use if REALLY good at hiding/filling scratches, or you want it to look like crap, go finer than 320.

Satin black is smoother and less of a dust magnet than full-on flat black and isn't much shinier. Rustolem has good flat/satin black DTM paints that are easy to find almost anywhere and look halfway decent out of a rattle-can.
