DSL reboots when second computer boots or shuts down???

I have a very strange problem.

I have two PCs - PC1 and PC2. They share the DSL modem by using Ethernet switch. PC1 does not give me any problems. But when I either turn ON or OFF PC2 my DSL modem disconnects and automaticly connects again shortly after.

Any idea what might be the problem?

Could it possibly be a power problem? does the modem power-off for a split second?

While PC2 is on, try disconnecting the ethernet cable from the back, and see if the modem resets itself. (as the only thing connected to the modem would be the nic). If not, it could be severe power draw.. (but I don't know why it would do that when you turn it off...)
