Duron/Biostar system constantly freezes

I have a system I just built that locks up almost every time i try to use it. It locks up to the point hwere the cursor even freezes and it has to be physically shut down and restarted. I have Win 98 SE loaded with all of the correct system drivers loaded also. I am fairly new at this, and don't know for sure if I have all of the Bios settins correct. If anyone has any ideas, I would appreciate it.

Duron 700 Mhz CPU
Biostar M7VKL Mobo
128MB PC150 Kingmax mem
20.4 GB Seagate HDD
300 Watt P/S

I have two case fans that seem to keep things cool, so I don't beleive temp is a problem.
