DV vs. Firewire

I'm wondering what is the difference between a regular 20 dollar firewire PCI card and a 100 dollars DV card. I want to capture video from my DV camera. Is there a difference bewteen the firewire and the "video capture card" or is the video capture card pretty much just a firewire card bundled with editing software?
 
If you have a DV camera then all you need is the firewire card. What kind of camera is it and does it have a firewire or USB port? If so then a video capture card is a waste because you have already "captured" it. Capture cards are good for going from analog to digital....you're already in digital format.
