DVDrom hang / absent on initial boot

I recently killed my GF4 card and bought an ATI 9800 PRO. I set it up to a seperate power source from the ps(antec550). I also did a fresh install of the os. Now when I turn on my cpu...it hangs at the "detecting ide drives" and then my dvdrom doesnt show up. Once it finally gets in to windows all my drives show up there?? Is it something to do with the dvd rom or motherboard or bios??
