what is the easiest way to flash an ati 3870's bios without a floppy drive..?

The easiest way is to use one of the Windows based flash tools at techpowerup. Always dump & save a copy of your card's original BIOS before you flash!!!

You would probably also want to use the Radeon BIOS Editor.

Just because it's the easiest way doesn't mean it is the best way. Personally, I'd create a bootable flash drive & use a DOS based flash tool. It is also a very good idea to have a PCI video card on hand in case things go wrong. Trying to do a blind flash is a real pita - and probably near impossible without a floppy. ;)

I use a flash drive. You can set it up to be a to be the first boot device in the asus bios.
There's a guide on techpowerup. http://www.techpowerup.com/articles/overclocking/vidcard/154
If you use RBE, you might have to use one of the older versions. The last time I messed with my 3870's I had to use, I think, version 1.13. 1.15 wouldn't see it. But they might have fixed it since they are on 1.22 now.
