fans, heatercores, voltage, and psu's

Got a bunch of questions, guys. Here goes...

Up to now my watercooling rig has been running with a single 92mm fan blowing through a 6"x7.5" heatercore. Not exactly ideal. I just ordered two 120mm deltas (3.50 each, figured I couldn't go wrong.) Well, I have no complaint with how much air they put out, but they have a bit of a high pitched hum that I could do without. I figure this calls for a voltage mod. What's the best way to do this? Are there any rheostat type devices I could get that would allow me to adjust the voltage on the fly? I have two 3to4 pin adapters, so both fans are hooked up to on of my 12v lines.

Next, I need to figure out how to arrange the fans on my heatercore. 120mm is a little less than 5", so I can't cover the entire core with the fans. Assuming I'm not going to bother making two shrouds what is the best way to do this. I'm considering setting them up in a staggered push-pull arrangement. I've put in a diagram that hopefully shows what I mean. Any thoughts?

Finally, freeing up the 92mm give me a chance to attack the last major source of noise in my box, the psu. I want to deactivate the old fan, and maybe attach the 92mm to the outside of the psu so that it blows through it. Whats the best way to do this without killing myself? Is there a way to discharge the psu before I work with it (other than licking my fingers and sticking them in there?) Is it a bad idea to try to cool the psu with an external fan?

I just went to radioshack and picked up a 25ohm rheostat (item #271-265). Will this work? It has three electrical connections coming out of it. None of them are labeled, so what the hell is the third one for (and which one is the third one?)
