I Figured Out The Problem Mad Clocker
It Was My Sound Card With A Conflicting
IRQ

Both My Sound Card And Mas Storage Device Were Trying To use The Same IRQ

I Move My Sound Card To Another PCI Slot And Boom It Booted Up Found The ATA/100 Drive
And My Sound Card
