So, I'm going tog et a P4 setup, but I don't know if this sparkle/fortron 350watt will handle it.

Right now I'm looking at this:
Nvidia 5900NU vmodded
2.4C at somewhere over 3.3ghz
P4C800-deluxe
2x256mb Mushkin DDR 400
DVD-rom
Cd-RW
one 40 gig WD SE hard drive..

And lots of fans that will get powered off my second PSU, which I need to know which pins on the MB plug to short, does anyone know which ones to short?

If you want to turn on a PSU without it being attached to a motherboard you short the Green wire to one of the Ground wires (Black).

If you want to have both PSUs turn on with the computer there is a little bit more work involved. I recomend this guide:

Im sure there are many more guides out there, they all say about the same thing.

No, the 350 isn't big enough for your application. Get the 530 Fortron or the Antec True Power 430, 480, or 550.
