an ftp is like a file manager but u log into it and basically config your site from an ftp and upload things and cgi are scripts like some forums.

yeah you can do it with any OS that you can install apache on and a few others. cgi-bin is just perl.

I know there is a free host that allows .cgi but the name eludes me. I'll do some searching and see if I can find it again. That was awhile though, they're probably defunct.

Most free hosts don't allow that kind of stuff though
