GTX 960 power/gpu usage drops

Hi.

Can someone explain to me why im getting drops in gpu usage and power? I get fps lags when i'm playing for 1-2 sec when it happens.
base clock, over clock & underclock doesnt change a thing. power spikes.jpg

Asus Z97 Pro Gamer
i7 4770k @ 3.50GHz
8gb Kingston HyperX Beast DDR3 2400MHz
Asus GeForce GTX 960 strix
Samsung 840 EVO 250GB
Corsair CX750

Does this happen in all games? Have you tried updating your driver...or if it's the latest,, reinstalling and or rolling back?

Only in gta 5 (and heaven benchmark). It's also the only "heavy" game i play. Haven't noticed anything in csgo and rocket league. I always install the latest driver available. I Haven't tried reinstalling/rolling back.

This is completely normal of the GTX960's. Its just the dynamic throttling taking effect. Basically, the gpu does a rapid cutback and recovery to prevent hitting its limit. Raising the power limit can help, but will introduce more heat. At which point you'll just thermal throttle. Its all about balance..
