I have a 700Mhz P3 Slot-1 proc. Heres my questions..
I have a GlobalWIN VOS32 w/arctic silver (Huge Heatsink w/2 fans at 26CFM) and 4 case fans...

1. My average Idle temp for my CPU is 34-36C. At full load it can get to 46C. Is this temp to high for a CPU? at O/C 721Mhz it is idle=36-38 and Full Load=48. I thought the VOS32 would help lower the temp a little more.....Can you guys tell me if these temperature are safe to run at for long periods of time, because I don't want to stop at 721 Mhz, I want to try to get to at least 850, what should I do????

Nope! Those temps are perfectly fine! You have nothing to worry about. I would only start to panic if your temps get to 50-55C.
