Help on CPU problem with thermal MetalPad

Hi,
Please help me with the cpu problem after I applied (probably improperly) thermal metalpad.
I bought a liquid metalpad thermal interface cpu pad for my dell inspiron 5160 laptop.
I replaced the old paste from between cpu and the heatsink fan.
I cleaned the surface using alcohol.
I didn't follow the exact installation steps since originally my cpu won't come up to full power so it can't even bring up my windows, i.e., blank screen,
that's when I thought there could be a heat issue.
My computer was recently sent to repair so the cpu was removed from the heatsink fan. There was literally no paste in between cpu and fan.
So I bought the metalpad.
Before applying it, the cpu could come up with fan to maximum speed, after a while the cpu is overheated so it's auto shutdown. I would say it ran about a minute or so.
After I applied the metalpad, the cpu ran as before. At the point the metalpad was starting to melt.
But then cpu suddenly shutdown. I think at the time I tried to touched the cpu and it was really hot, say 70 degrees or so. I don't know if it was due to my touch. It happened so sudden.
When I restarted it, it stayed on for a second, that is, the fan stayed for a second, then it turned off and so was the fan. I repeated this several times and it happened everytime.
However, I tried something else. I unlocked the cpu from locked position to unlocked position in the cpu socket so as if cpu was not there. When I turned on the power again, the fan stayed about 10 seconds or so in full power, then it stopped.
I repeat several times and it gives the same results.
I understand that in latter case where the cpu is off the symptom is the same as there is no cpu or dead cpu since I had this problem before and learned from internet as well.
I also learned from web that in first case when you change the thermal paste, the cpu has some kind of protective mechanism to allow or disallow it.
I think my cpu was shutdown in this case, although I am not sure if it is same as dead.
I would like to know what is the status of my cpu. If it is still ok, how can I cause it to turn on, for example, apply a different paste etc.

The problem is fixed by resetting the cmos, i.e., removing and reinserting the internal battery.
P4 cpu will auto lockup if the temperature is too high. The only way to unlock it is to reset bios.
