The Red Devil seems like a great card, the Sapphire 2 fan card is also well reviewed and it's only a few bucks more than the reference one. Stay away from the MSI (search GN, they did a tear down and the thermal pads didn't even cover all of the components they were supposed to. This was after noting excessive temps during testing).
I haven't looked to carefully, but I know Gamers Nexus also has a video where they use a CLC on a vega56. You should check that out to see how they did it before outright replacing your GPU.
