Help with my power +5 whats the problem

Hey guys im new to this forum but not to overclocking im one of the big overclockers on madonion, but i have been banned on it for 4 weeks so i go to u guys now . Any way i was wondering i have a 500 wat psu from comp usa and iv noticed when im on my default speed 2000+ athlon i get on my +5 i get 5.02 or 4.99 it goes up and down up and down every 3 or 4 sec, now wheni oc to 1.8 Ghz i dont use and v core it stays at 4.99 goes to 5.02 but rarly, then when i go to 1.9 ghz 1.85 vcore it goes to like 4.97 and even 4.92 rarly but it goes back up in 1 sec i see people with like 5.09 and stuff and 4.99 with a ful vcore am i low and is this hurting my oc ?

i was banned from a guy nammed dropkickm for demanding him to unabnn my fiedn who was banned for 3 week or i would tell his superviers so he banned me then 2 daysl ater i got banne from posting threads so im ****ed of now
