high gpu rail voltage on 4080 super

hello i have a 4080 super strix and im using the NVIDIA adapter with a hx1200 psu

is it normal for the gpu rail voltage to sometimes go up to 12.530 it mostly sits around 12.470

Did you get this reading from hardware or software? I'd confirm with hardware.

ATX spec is 5% either way...which is up to 12.6 so its still in spec.

Edit: I was using hwinfo for the voltage reading

I haven't tested with a multimeter but feel it might be the adapter that is causing the voltage to be high because all the mobo voltages are great

Whatever 12v your PSU is supplying is what you are getting everywhere. Software interprets voltage reading using different methods. It is safe to say your motherboard software reads the 12v rail differently than the GPU software. There is nothing in the system that can increase your 12v beyond what the power supply is giving it.
 
Adapters dont typocally raise voltage either. If anything it could go down.
 
I'm wondering if I should get a 3.1 psu that comes with a native cord was thinking of getting the rx1000 that has a native cord

I mean, for your next system or power supply, sure. Would I go out and do it just because? No. But trust me, I toiled with that same question (running 13900k/4090/850W)... just landed on no, lol.
