High temps after fresh build

on a fresh install after replacing my SSD, my CPU temps are reading high. in hwinfo64 my CPU (tctl/tdie) is reading over 60c non stop at idle, that's 20c higher than before, and it never got over 54c full load before, but core temps are in the lower to mid 30's. And IDK why but the CPU is running at about 5ghz at all times with a core voltage of 1.3+. What's going on here. I even tried loading the optimized defaults in the bios. Nothing has changed since the SSD swap.
My build is below
Amd ryzen 7 9700x
Gigabyte b650 aorus elite ax ice
32gb Corsair ddr5 6000mhz
Intel arc b570 gpu
Samsung 990 plus 2tb nvme
Corsair 850w psu
Corsair icue link titan 360 Rx LCD water

I would focus on the HSF (Heat Sync Fan) for the CPU.
1) Make sure your fan(s) are working. If not, look to a loose wire or a wire that is stopping a fan from spinning.
2) Make sure your fan(s) are securely seated on the heat sync. Make sure a clip didn't pop loose.
3) Make sure your HSF is still secured to the MB. Look to see if it got knocked loose or something. If you decied to remove the HSF, make sure you have new thermal paste and a high % rubbing alcohol (90% or higher) to clean the CPU and HSF.

My guess is that a fan isn't spinning or come loose. Start simple and work your way up.

Edit: I see you are using an AIO cooler. Same steps apply. Make sure all three fans on your rad are spinning. Make sure your pump is plugged in, perhaps unplug the power cable for it and plug it back in. Make sure it didn't become loose on your CPU. Make sure that your rad is not clogged with dust.

Everything is brand new it's not clogged, and I already made sure things were working. The temps were fine B4 I changed out my faulty SSD. Now they are really high and the CPU is at max speed pretty much all the time and the voltage seems high to me.
 
I'd consider flashing your BIOS again to the latest version. The fact that it's not dropping clocks and keeping volts high could be why it's running hot too.

See if your Windows performance is set to balanced so it drops speeds too.


EDIT: CHeck Task Manager to confirm some random process isn't using a lot of CPU and causing it to run at those speeds.

EDIT: CHeck Task Manager to confirm some random process isn't using a lot of CPU and causing it to run at those speeds.
CPU utilization is only around 10-15% and it's running those speeds, I'm gonna play more when I get home from work just wanted to see if you guys had any other ideas than me.
 
Was there a new windows install? I'm thinking chipset driver or power plan something along the lines of what ED said. Just trying to focus on what changed and assuming the keeping the clock speed up is the issue.

Did you remount the cooler as well?

Yup fresh install, just installed the newest chip set driver B4 we left so I'll see. I did notice I loaded hwinfo64 right away and when booting it was at 50c and then just jumped to 68c just like that as things were loading in boot.
 
if its new, did you remove the plastic from the hsf or the aio block? I would try remounting it again if you have not done so already.
 
Ok got it figured out, turns out it was the turtle beach swarm 2 app. I started to uninstall apps that would load with Windows and that was the one, after it was uninstalled instant 15c drop in temp. Seems like it was making the reading glitch out. So I reinstalled it and all was good till I tried the update in the app, it would run the update then lock the app up, and once it hangs like that is when the temp jumps up. So it was loading locked up on startup.
