I just installed an Asus A7m266/1.2Gig266 and my idle temp is 51 degrees!! I installed a Global Win WBK, Arctic SilverII and an 80 mm Denki fan that is "sucking" only because the fan is about one inch away from the intake on my Enermax. No sense blowing, too much fighting. My case won't allow me to install an exhaust fan in the rear. Also, I can't seem to install the PCI to ASI Bridge drivers. Don't know where they are. They don't seem to be on my driver CD that came with the board... Any suggestions? (Not OC'd)
 
Read the cooling tips on the main page. I had a similar problem which I am still working on. Got mine down to 44 at idle read via the thermister article on main page. My MOBO sensor reads 47. What I did was to rearrange all the cables and tie them tightly together to maximize free flow air space inside the box. You don't want a negative pressure in your box. If I read you right, your case fan is sucking air out of the box. If you have a normal power supply, it is also sucking. I would reverse the case fan to blow air into the box. Also, get the highest air flow case fan you can get. I was using a WBK338 and got the new Taisol with the copper inlay. It helped a little bit, but not much (maybe one degree). Try a swiftech or a millenium HSF if you continue to have problems. I didn't want to use them because of the weight of those HSFs.
 
No, my case fan is sucking air in. The power supply is the only exhaust I have. (2 fans on PSU)
 
Your PCI to ISA should be an auto load and you would not be loading it separately. The usual problem is that Window need to load other system drivers prior to the PCI to ISA bridge. You probably need to load the VIA drivers in (assuming you are using the VIA chipset) Check and see if you HD controller have both primary and secondary dual fifo and a bus master, if not then you need those first.
If I am understanding correctly, you have air coming in from the front bottom and the PSU fan (2 ea, top rear) is blowing air out which is the correct way. The temperature problem could be incorrect sensor reading or the HSF is not seating down properly. With case open and computer on, carefully (watch out for the fan blades and other hazards), touch the heatsink. If the HS feels hot to the touch (51C=124 F and 120 is above touch temperature ) then you have a heating problem. If it is so so then it a bad sensor reading.. CPU temperature is also directly dependent on room temp and case temp.
