Refurbs are kind of hit and miss. They are used, but newegg has a pretty good policy on returns. So it could be it just wasn't a good OC'er. You take you chances on a refurb. Heck even new you take the same, but without the same kinda of RMA.
 
refurbs have a 30 day rma policy?
anyways, I went to newegg and am looking at their refurbed video cards because my friend is cost concious. I see refurbed 6600GT's and X700 PRO's and X600 XT's for like $130, are they safe? And which is the best of the three?

They are used. They are usually tested by the maker, so in that assumtion, yes they are safe. I had two new cards that were DOA, so it is safe as new IMO. You just might not get all the goodies in the box.
If your friend likes ATI look to the 700 pro, it has faster clocks. I seen a refurb 600Xt for lil under a $100, good cheap deal there!
The 6600GT is only 500/1000 in most cases. So it may bump out in memory but ATI may beat it in AA in higher res.
If you can get a refurb 6600GT for $100 or under jump on it.

There has been quite a few folks here that are very happy with thier refurbs. I myself only buy new.

• What is the warranty for refurbished merchandise? Do refurbished items offer any additional warranty coverage?
Refurbished items come with a 15 day warranty from the date of the invoice only. No exceptions. The manufacturer may or may not extend to you any other warranty. This is beyond our control.

• What is a refurbished item? Does Newegg.com refurbish items or does the original manufacturer?
The refurbished items have been opened and touched and/or returned. They should all be considered OEM, bare bones products. Because their origins can come from desperately different situations sometimes they come with some extras or in retail boxes. The refurbishment is by the manufacturer. There should be nothing wrong with them but they have only 15 days warranty period. So, if you purchase one, please check it out right away to avoid any problems. They should be just as the factory released them in an OEM condition. No extras.
